Richmond Petersburg, VA, October 26, 2026 —

Chesterfield County’s proposed comprehensive plan, known as “PlanMod,” has become the focus of debate over future development, including affordable housing, infrastructure capacity and the pace of new housing construction.

Affordable housing advocates are organizing to oppose certain aspects of the plan. At the same time, some residents and county officials have raised concerns about whether infrastructure can support development and how quickly new housing should proceed. The available information does not identify which specific provisions advocates oppose or which infrastructure systems are at issue.

PlanMod outlines future land use and development for the county. The debate therefore centers on how the plan should address growth and housing needs, while also accounting for concerns about the capacity to support development. The summary of the debate does not provide details about proposed changes, development targets or the locations affected.

It is also unclear from the information provided how the county is considering the concerns, whether officials have proposed revisions, or what decision-making steps or timelines are ahead. No public statements or direct quotations were included, and no meeting dates or outcomes were specified.

The discussion reflects differing concerns surrounding the plan: affordable housing advocates are organizing against some elements, while some residents and county officials are focused on infrastructure capacity and the speed of housing development. Further details about the disputed provisions and the county’s next steps were not provided.
